Why the fast-track for proof of citizenship option matters

The timing is important because demand for proof-of-citizenship certificates has surged.

Recent reports indicate that the processing time for proof-of-citizenship applications reached about 25 months in August 2026, before rising further in September. One recent report citing the updated IRCC processing-time information put the wait at 33 months as of September 2026.

For a student who has been accepted into a Canadian institution and needs proof of citizenship before beginning studies, waiting several years could create a serious practical problem. Urgent processing therefore provides a potential route for applicants whose education plans cannot reasonably accommodate the standard processing queue.

Who could benefit?

The option may be particularly relevant to people who are already Canadian citizens but need a citizenship certificate as official proof of that status. This includes some people who acquired Canadian citizenship through a Canadian parent or other family connection and are living abroad.

The issue has become more prominent following changes to Canada's citizenship-by-descent rules. On December 15, 2025, Bill C-3 changed the rules surrounding the first-generation limit on citizenship by descent. Applicants submitting paper applications should also follow IRCC's specific instructions for urgent requests, including marking the envelope appropriately. Online applicants can indicate that they need urgent processing during the application process.

A citizenship certificate is not the same as becoming a citizen

One important distinction is worth emphasizing. A proof-of-citizenship application is generally about documenting Canadian citizenship, rather than applying to become a citizen through the normal naturalization process.

If IRCC approves the application and determines that the applicant is a Canadian citizen, the applicant receives a citizenship certificate. Canada no longer issues citizenship cards as its standard proof of citizenship.

This distinction is especially important for people studying in Canada who may already have Canadian citizenship but have not yet obtained the documentation needed to prove it.

Students should plan ahead

Although urgent processing exists, applicants should not treat it as a guaranteed shortcut. Urgent processing is assessed on a case-by-case basis. Even where an applicant appears to qualify, faster processing is not guaranteed.

This means prospective students should begin the citizenship-document process as early as possible rather than waiting until just before their program starts. A complete application, clear explanation and strong supporting documentation can help IRCC understand why the request is time-sensitive.
